The EU Mission for Climate-Neutral and Smart Cities, usually called the Cities Mission, is one of five EU missions under Horizon Europe. Its target: 100 European cities climate-neutral by 2030, with another twelve associated from partner countries.
More than a grant
The direct funding is real but modest, seed money from Horizon Europe for planning and pilots. The bigger lever is the signal. A city in the mission gets a label, a network and a Climate City Contract that makes it far easier to attract national and private money.

Why investors watch it
Mission cities become a pipeline of investable projects. That is why the financing story runs straight into the European Investment Bank and the wider smart-city money stack .
