Horizon Europe is the European Union research and innovation programme for 2021 to 2027, with a budget of around 93.5 billion euro. It is the largest research funding programme in the world, and most founders misread it.

Not a startup fund

Most Horizon money flows to research consortia: universities, institutes and large companies working across borders. A lone startup will struggle there. But two parts are built for companies, the European Innovation Council and the EU missions that fund cities, climate and health.

How to use it

Treat Horizon as a map of Europe priorities. The calls tell you where public money is heading next, from clean energy to AI. Position your company in that flow and the funding follows, often as part of a consortium rather than alone.

It connects directly to the broader EU startup money map .
